Due to the retirement of the current post holder, Llanfyllin Town Council seeks to appoint a
Town Clerk and Responsible Financial Officer.
The position is part time for 10 hours per week.
The salary will be in accordance with NJC rates for Local Government Employees.
(based on salary Scale 1, points 18 -22, commencing at £9.09 per hour plus pension)
Fixed salary point – Annual review
Working from Home and attending Council and other Meetings.
Experience of the following are not essential but would be an advantage:
- Knowledge of Local Government procedures
- Minute taking
- Excel spreadsheets and financial management
- Welsh Speaking
- Ability to manage web sites

Town Clerk and Responsible Financial Officer
The Town Clerk shall:
Attend all formal meetings of the Council and prepare the minutes therof.
Dispatch promptly all notices, letters and other documents as the business of the Council shall require.
Attend all such meetings as may be necessary for the proper discharge of the duties of the clerk or as the Council shall reasonably require.
Keep safely and conveniently in secure but accessible custody all deeds, plans, records, letters, writings and other documents of or concerning the Council or its staff.
Provide the first point of contact for members of the community and for local or national organisations.
Guide and advise the Council on matters of law and procedure, keeping up to date with new legislation and ensuring the Council operates within the law. Advice is available where necessary from Powys County Council legal services.
Carry out the decisions made by Council.
Ensure that the business of the Council runs smoothly including arranging meetings, preparing and publicising the agenda and taking minutes.
Be responsible for the safe custody and appropriate management of public funds, including preparing budgets and monitoring expenditure (Responsible Financial Officer).
Arrange the translation of incoming and outgoing correspondence as appropriate.
If any statute, regulation or order confers any functions or imposes any duties upon a Proper Officer of the council, the clerk to the Council shall be the Proper Officer for these purposes.
